Sustainable Urban Development Expert

Miguel Barros is an Architect with a post-graduate degree in Environment, Spatial Planning, Urbanism and Tourism Law from the Faculty of Law of the University of Lisbon.

He is Advisor of the Municipal Directorate of Economy and Innovation (DMEI) for European and International Affairs, in the City Council of Lisbon, with responsibilities in the monitoring of international networks/projects, investments and European co-financing; representative of the Eurocities Network in the Thematic Working Groups: Economic Development; Knowledge Society and Social Affairs; monitoring of the Lisbon Sustainability platform – in the Business dimension that contributes to the achievement of the city’s 2030 climate goals the implementation of the ESG corporate strategy and its contribution to the United Nations Sustainable Development Goals.

He led, from 2015 to 2022, the Local Development Department of CML responsible for the implementation of the Lisbon Local Development Strategy (LDS), focused on the implementation of the Lisbon Local Development Strategy centered on Neighborhoods and Priority Intervention Areas, with the aim of promoting socio-territorial cohesion in the city.

He was founder of the Cooperative for Research and Development in Architecture and Sustainability – CIDEAS, which is dedicated to the research and development of new technologies in construction processes. Since 2022 he collaborates with NOVA Cidade – Urban Analytics Lab in the preparation of applications for the sustainable development of cities
