The Portugal Smart Cities Summit 2026 brought together policymakers, researchers, companies, and citizens to reflect on the future of smarter, more sustainable, and human-centred cities and territories.

Throughout the event, NOVA Cidade Urban Analytics Lab, as 2026 PSCS Knowledge Partner, contributed to several discussions and initiatives focused on governance, innovation, artificial intelligence, digital twins, sustainability, and territorial inclusion.

From debates on smart governance and the challenges of ensuring an inclusive green and digital transition, to conversations around urban intelligence, digital twins, and the evolving relationship between ports and cities, the summit highlighted the importance of collaboration, technology, and data-driven decision-making in shaping future territories.

Digital Twins and Artificial intelligence emerged as central topics, with reflections on its growing role in public governance, urban planning, and citizen engagement.

A special thank you to all speakers, partners, participants, and visitors who contributed to these conversations and helped make a valuable space for dialogue, innovation, and collective thinking about the future of cities and territories.

Do you know that NOVA Cidade connects territorial data with public health to build smarter cities?

A few weeks ago, we held a co-creation session in Comunidade Intermunicipal do Oeste as part of the Smart Healthy Region project, an initiative aimed at supporting better health decision-making through integrated data and territorial intelligence.

The session brought together key partners, including SPMS, Comunidade Intermunicipal do Oeste, Unidade Local de Saúde do Oeste, Escola Nacional de Saúde Pública and NOVA Cidade, as well as members of the Intermunicipal Health Council, with city councillors and health representatives from the 12 municipalities of the Oeste region.

The main goal was to jointly explore and refine the key intersectorial health challenges in the region. Discussions were structured around three thematic tables: accessibility, mental health and cardiovascular diseases.

For municipalities and their political and technical leadership, this was a valuable opportunity to help shape the priorities of the platform, ensuring it effectively supports decision-making and addresses the population’s needs, while strengthening the role of local governments in cross-sector health governance.

We would also like to acknowledge the valuable contributions of Paulo Simões, Miguel de Castro Neto, Rui Santana, Inês Areosa Rodrigues and Cristina Mendes Santos, as well as the support of Recuperar Portugal, which has been instrumental in developing initiatives that support smart living.

Miguel De Castro Neto, NOVA IMS Dean and NOVA Cidade Founder, was invited to participate in the live debate “Expresso da Meia-Noite”, organized by SIC Notícias at the Portugal Smart Cities Summit 2026.

The round table reflected on the future of Portuguese cities, discussing the role of artificial intelligence in urban governance, the limits of technology, and the real impact of smart city strategies on citizens’ everyday lives, from mobility to housing.

The debate was moderated by Ricardo Costa and Bernardo Ferrão, and also featured Ana Abrunhosa, President of Câmara Municipal de Coimbra, Isaltino Morais, President of Câmara Municipal de Oeiras, and Paulo Simões, Executive Secretary of the Comunidade Intermunicipal do Oeste.

Day 3 at the Portugal Smart Cities Summit by Fundação AIP focused on the growing role of artificial intelligence in shaping the future of cities and territories.

NOVA Cidade organized the conference “Governing with Artificial Intelligence: A New Paradigm for Cities and Territories”, focused on the opportunities and challenges that artificial intelligence brings to public governance, territorial management, and the relationship between technology, institutions, and citizens.

Later in the day, Miguel De Castro Neto (NOVA IMS Dean and NOVA Cidade Founder) was invited to participate in the live debate “Expresso da Meia-Noite”, organized by SIC Notícias, reflecting on the future of Portuguese cities, the role of artificial intelligence in urban governance, and the impact of smart city strategies on citizens’ everyday lives, from mobility to housing.

Day 2 at the Portugal Smart Cities Summit was marked by discussions and initiatives focused on technology, innovation, and the future of smarter and more sustainable territories.

One of the highlights of the day was the strong engagement around Treasure Hunt, the game developed by the NOVA Blockchain Lab, which reached 267 players throughout the day and created a highly interactive experience across the event.

The team was also invited to take part in the session “Smart Port Lx: Smart Port, Sustainable City – Opportunities and Challenges in the Port-City Relationship”, organized by Porto de Lisboa. The discussion explored how innovation, data, and sustainability can support new forms of collaboration and shared value creation between ports and cities.

Urban Digital Twins were another central theme of the day. NOVA Cidade organized the conference “Building the Future of Urban Intelligence with Digital Twins”, gathering different perspectives on how digital twins can support urban intelligence, climate governance, planning, and territorial management. The topic also continued in conversations hosted at the ARTE - Agência para a Reforma Tecnológica do Estado, IP. stand, where we presented the City4Climate project.

A reflection on how digital and green transitions can remain people-centered and territorially inclusive.
